For more than two decades, Joseph Busby has worked at the intersection of humanitarian law, security, and development — training armed forces to operate within the law, supporting communities through conflict and disaster, and building the partnerships that turn analysis into action on the ground.
He is a Full Member of the International Institute of Humanitarian Law (IIHL) in Sanremo — the Institute’s highest membership category — and has spent over twenty years training Ministries of Defense and armed forces on the Geneva Conventions and the Law of War. In 2010 he founded the organization in Amsterdam as the Stichting International Foundation for Growth and Stability (SIFGS), carried forward today as APIDS in Vienna, and has led field operations across Africa, Europe, and Latin America.
APIDS works on a principal-led, network-deployed model — a credentialed principal directs every engagement, and project-specific expert teams are drawn from a global network, matched to the problem and the geography on the ground.

APIDS is the successor to the Stichting International Foundation for Growth and Stability (SIFGS) — the Dutch foundation founded in Amsterdam in 2010 — and has operated as an Austrian Verein in Vienna since 2018. The work carries forward: more than fifteen years of research, training, and field operations.
